No. ForexPlus Cards can only be issued to travellers. A ForexPlus Card is valid for making payments in countries other India, Nepal and Bhutan whenever you are using your card you must be present at the place of transaction and have to sign the charge slips. As you are a non-traveller you cannot be present at the time of the transaction processing. Hence, ForexPlus Platinum Cards cannot be issued to non-travellers.
