No, ForexPlus Chip Card can only be issued to Travellers. ForexPlus Card is valid for making payments in countries other than India, Nepal & Bhutan. Whenever the cardholder is using his card he must be present at the place of transaction & need to sign the chargeslips. If the cardholder is a non - traveller he can not be present at the time of transaction processing, hence ForexPlus Chip Card can not be issued to a Non- traveller.
